WaterSense Toilet Rebate Offer Starting July 1st In Middleton WI
Starting July 1, 2015, the Middleton WI Water Utility is offering water conservation programs.
Public Service Commission of Wisconsin approved funding for the programs. They are intended to reduce Middleton WI water usage on a city-wide basis. Water usage goals are outlined in the Middleton Sustainable City Plan along with specific action steps for decreasing per capita groundwater usage.
Residential Water Conservation Program In Middleton
The City of Middleton Water Utility is offering rebates of up to $100 for residential customers replacing old or inefficient toilets with EPA WaterSense-rated High Efficiency Toilet (HET) models. The goal is to decrease the gallons of groundwater delivered to residential users per capita by 10% by 2020. This includes renters of single-family and duplex homes.
WaterSense Toilet Rebate Offer Eligibility
- Participants in the program must be residential (single-family or duplex) customers of the City of Middleton Water Utility.
- This program is limited to one rebate per household per year.
- Eligible replacement toilets must be HETs listed on the EPA WaterSense website and must be compliant with the City of Middleton Plumbing Code and the City of Middleton Cross Connection Ordinance.
- Participants in the program must obtain a Middleton plumbing permit (the permitting fees will be waived).
- Rebates are for replacement of existing larger-capacity toilets, and are not for new construction.
- Rebates are first-come, first-serve, until funding is exhausted annually.
To apply for the rebate, you must submit two items –
- The original, dated sales receipt for the WaterSense toilet showing purchase price with the manufacturer’s model name and number. Receipts are valid for 60 days after purchase date. The receipt must be dated on or after July 1, 2015 to qualify. The receipt will not be returned so make a photocopy.
- A completed application form.

WaterSense Toilet Installation
Homeowners may install the toilets themselves, or they may hire a plumber or contractor. Homeowners are responsible for proper installation, associated costs and prior to installing the toilet will be required to have a City plumbing permit. Permit fees will be waived. Installation may be subject to verification by City building inspection personnel. Qualifying WaterSense Toilets may be purchased from any supplier.
WaterSense Toilet Rebates
Rebate checks of up to $100 for the toilet, not exceeding purchase price, will be sent to the customer’s address. Rebates do not include taxes or installation.
Old Toilet Disposal
Replaced toilets should be disposed of so that they cannot be re-used. This can be done by contacting Pellitteri Waste Systems and scheduling a curbside pick-up of the old toilet. Fees apply.

Commercial Water Conservation Program – WaterSense Toilet Installation
In addition, the City of Middleton Water Utility is offering the following programs to commercial customers (includes commercial, industrial, public authority, and multi-family housing of three units or more).
Customers may pursue any one or all of the following:
- Water efficiency audit reimbursements of 50% of the cost of the audit
- Rebates of up to $100 for commercial customers who replace old or inefficient toilets with EPA WaterSense-rated High Efficiency Toilet (HET) models.
- Rebates of up to $25 for commercial customers who replace old or inefficient pre-rinse spray valves with WaterSense-rated models.
